DRAFT RESOLUTION RESOLUTION: COUNCIL: TOPIC: JD I/A Joint Defense Council Formulating collective agreements and inter-League norms and rules of engagement regarding the use of Unmanned Aerial Vehicles (UAV) __________________among Arab states. SPONSORS: Syrian National Coalition (SNC) Recognizing, the violence resulting from UAV strikes carried out by both external and internal actors in the Middle East, Alarmed, the Bureau of Investigative Journalism reports there have been 14,040 UAV confirmed strikes (not including covert) which have led to the deaths of 8,858-16,901 people in the Middle East, Acknowledging, strikes from UAVs are carried out by both the United States and other external powers as well as regional powers and our own members of the League of Arab States, and Knowing, the status quo of unregulated UAV strikes is unsustainable for the safety of civilians and the common welfare of all members of the League of Arab States. Be it hereby resolved that the League of Arab States: 1. Requests the coordination between the United Nations and the United States to formulate _____ universal rules of engagement; 2. Proposes the aforementioned rules of engagement address the following questions: a. What are civilian protections we can establish to ensure responsible and sustainable use of UAVs in necessary scenarios, b. The reporting of casualties in covert UAV strikes to the JDC at the very least or to the broader League of Arab States, c. What are the instances in which UAVs are acceptable for deployment, d. Are there any protocols in place to ensure UAVs do not fall into the hands of non-state actors e. A way to count and measure which members in the League of Arab States have UAVs. 3. Also Proposes,the League of Arab States works following the passage of this resolution _____to coordinate a meeting with the aforementioned groups to develop the rules of ______engagement and continue to report back to the Joint Defense Council of the League of ______the Arab States.
