Eugenic thought did not disappear; it transformed itself, feeding today’s arguments about social worth and economic value. 11 From Genetics to Behavior: Postwar Science’s Rebranding of "Unfitness" The exposure of Nazi crimes discredited biological eugenics forever, but the social control mechanisms that the eugenics archives built into the territories persisted. Even as fascist ideologies were infiltrated with overt racial science used to validate genocide, society rejected these arguments at a public level, instead adopting a more insidious belief that some populations were simply less fit for society (Hurlock, 2020). But here, in the Lynchburg Story, is how these ideas were transformed, how sterilization programs continued after the scientific community fled from eugenic rhetoric. Eugenic policies were reconfigured in postwar medical and social sciences as moral or economic imperatives rather than biological ones (Hogan, 2016). The state then was able to legitimize implementing population control measures disguising them in the name of public benefit, and authorities were able to go after people that they deemed to be burdensome due to poverty, race, or disability (Heyck 2015). Anticipating that the scientific consensus would shift, the language of hereditary inferiority would be replaced by social unproductivity and moral deficiency, Eugenic ideologies would thus remain entrenched in the public policy agenda. The Lynchburg Story exemplifies what this shift looked like, and how victims were chosen by perceived social worth as opposed to genetic fitness. Where biological eugenics became a bridge to Nazi crimes, the urge to regulate the “unfit” outlasted, it simply took on the more palatable language of behavior, productivity, and morality (Hurlock, 2020). This continuity reveals how structural inequalities were sustained, even as the scientific rationales used to justify them evolved. This reframing cast these behavioral issues as complex consequences of genetic endowment and adverse environments rather than as innate biological inferiority, dovetailing with the other, broader movement toward moral fitness. The Lynchburg Story illustrates that this practice of excluding and isolating survivors shows a continuity of these practices and reminds us that survivors were victimized not simply by saying no to past policies but that moral system was still there to justify their exclusion. 18 It was the medical establishment that played a critical role in maintaining social control, treating racial and class inequalities as a problem of moral deficiency and integrating eugenics into the clinical lexicon. The moralization of treatment access was growing whereby populations that were more “deserving” of care were those who could comply with the tenets of social normality. According to Ball et al. (2019), this framing offered physicians a means of attributing blame for poor health outcomes to marginalized groups, especially racial minorities and people with disabilities and the poor. It was a convenient way of letting systemic inequities off the hook, putting individual moral failure at the center of poor health. According to Wachsmuth and Angelo (2018), the Lynchburg Story illustrates this dynamic, revealing how survivors were medically pathologized and denied bodily autonomy on the grounds that they presented a social burden. Disease Marginal (that is to say, they are this country’s poor) Medical rhetoric often categorized these people as undisciplined or lacking personal responsibility, upholding the belief that their suffering was a result of moral weakness rather than systemic oppression (Kubat, 2018). This strategy was in line with the wider social policies which advocated moral fitness as a requirement for state backing towards patients and ensured that healthcare systems acted not as suppliers of equal care but rather as carriers of conformity of behavior (Holbig, 2015) By marrying medical authority to moral judgment, the health care industry can legitimize the maintenance of these inequities while obscuring them in the veneer of neutral, scientific decision-making, a tactic that remains a crucial part of the modern health policy landscape. The Lynchburg Story showcases this continuity, revealing how the experiences of survivors reflect present-day struggles, especially with marginalized communities, under systems where access to cash and resources is given only based on perceived good behavior. 19 The Lynchburg Story follows survivors of sterilization, foregrounding them as living proof of the state’s moral overreach, challenging viewers to engage with the human cost of policies rooted in moral policing. Unlike many contemporary portrayals of survivor experience, the film does not depict survivors as passive victims but rather as resilient people whose lives were defined, and almost broken, by a system that calculated their worth through a lens of productivity and conformity (Boas et al., 2021). This depiction works to disrupt the depersonalized language of policy effectiveness and reveal the deep, enduring trauma imposed upon those rendered morally impaired and socially unfit (Merkle, 2023). Through first-person testimonies, the film emphasizes how these survivors were dehumanized, turned into mere agencies of state control in a moral campaign to purify society of people who were seen to deviate from it. The emotional heft of these stories unsettles the sanitized narratives associated with public health and social reform, bringing to light how the state used moral fitness as a weapon to decide reproductive autonomy and social inclusion (Ball et al., 2019). The survivors’ stories are a stark reminder that moral arguments, no matter how they are recast, are by nature subjective and politically charged, meant to serve the interests of existing power structures. In the case of Lynchburg Story, these people are not framed as burdens on society but resilient and resistant individuals, compelling audiences to confront the reality of the long reach of moral policing and the importance of dismantling the ideological structures that permitted such policies (Boas et al., 2021). Racial stereotypes appeared throughout postwar policies that defined who did and did not “deserve” resources and autonomy long after biological eugenics was discredited. The Lynchburg Story demonstrates the way such racializing assumptions remained constant, but redefined degenerate communities as morally and behaviorally depraved instead of biologically 20 inferior (Allen, 1997). This provided space for state policies to control racial minorities without the nomenclature of race science, relying instead on a coded morality to rationalize exclusion (Johnson 2021). This included programs that offered social services, healthcare, and education and increasingly made distinctions between “deserving” and “undeserving” beneficiaries that were shaped by racial stereotypes (Ball et al, 2019). Cohorts such as Black, Indigenous, and immigrant populations were often framed as innately irresponsible, lazy, or criminal, reinforcing the message that their poverty and poor health were self-induced (Wachsmuth & Angelo, 2018) This moral rhetoric underpins the extent to which, as the film shows, racial inequalities were maintained under the pretenses of promoting social responsibility, allowing racialized communities to continue to be the target of state action. By revealing the connection between historical eugenics and contemporary policy, The Lynchburg Story challenges viewers to consider how moral judgments, even when stripped of overt racial language, contribute to systemic racism and social exclusion (Allen, 1997). This dynamic illustrates how eugenic ideology developed, ingraining itself into moral narratives that helped make people who deserved autonomy, resources, and dignity legible (Johnson, 2021). With economic utility serving as a moral worth compass, modern policy debates continued along these lines, on the matter of social inclusion and access to state resources. The Lynchburg Story demonstrates the progression from sterilizing those who were biologically unfit to now examining those who were economically costly, where the eugenics ideology continued, under the guise of productivity (Rueschemeyer & Skocpol, 2017). Postwar social policies began to judge individuals’ worth based on their contribution to economic growth, linking moral fitness with labor and self-sufficiency (Johnson, 2021). Those who did not meet these economic standards, such as the disabled, chronically ill, and impoverished, were vilified as failures, 21 unworthy of public assistance or social support (Ball et al., 2019). It was this economic moralism that underpinned cuts to welfare, housing and healthcare access, solidifying the notion that only those that proved productive should enjoy full citizenship and autonomy (Vincent, 2023). The Lynchburg Story, for instance, illustrates this ideological shift through the lens of the survivors, who were often framed as economic drains whose sterilization protected society from their burden. By characterizing systemic inequities as personal failings, this narrative ensured that moral unease over productivity remained hegemonic in policy (Rueschemeyer & Skocpol, 2017). By bringing attention to this nexus of economic utility and social worth, the film uncovers a current of contemporary policy that maintains a system in which productivity is valued above human dignity. It does so while ensuring that the same ideological principles that underpinned previous eugenics measures remain in place. Reproductive control policies thus shifted from overt sterilization of undesired groups to subtler forms of moral policing, with significant impact on access to health care and other resources for groups considered socially undesired. The Lynchburg Story shows how these policies, originally based on eugenic arguments about the biological inferiority of certain reproductive populations, evolved to become subtler forms of reproductive regulation that were intended to restrict the self-determination of certain marginalized groups. Reproductive choices in poor, disabled, and racialized communities were increasingly framed by public health systems as irresponsible or morally suspect, creating an argument for state intervention as call to prevent social decline (Ball et al., 2019). The continuity of this embedding of moral fitness within contemporary healthcare systems is the colonization of healthcare through policies such as limited access to contraception, incentivized sterilization by means of welfare benefits, or denial of prenatal care for uninsured or undocumented individuals (Wachsmuth & Angelo, 2018). 22 These practices paralleled previous eugenic goals in regulating reproduction, but now drew on economic rather than explicit biological arguments. According to Johnson (2021), the film reveals how survivors also lost their reproductive freedom beneath similar moral logic, demonized as incapable of raising productive citizenry or advancing a given society. The result was to make reproductive control something that could continue to be justified in the language of social responsibility and economic efficiency, and so it became embedded in the idea that some people were an inherent burden, less deserving of family, stability or self-determination. In revealing these parallels, The Lynchburg Story illustrates how reproductive policing persists in healthcare policies that continue to marginalize communities on the basis of moral and economic judgments rather human rights or individual dignity (Boas et al., 2021). “The Lynchburg Story” is an urgent reminder for people to reflect upon the moral judgments that lie at the foundations of contemporary policies and to trace their origins to a specific history. The film should be required viewing for those attempting to construct counternarratives to the history of eugenic ideology that suggest either that it ended with the exposure of Nazi atrocities, or that it has ended because of the formal rejection of biological determinism, illustrating how frameworks of moral fitness have adapted, persisted, and found talk that goes beyond purity (Vincent, 2023). Humanizing survivors and emphasizing the continuing legacy of state control the documentary makes explicit connections between state sterilization programs in the past and policies today that govern bodies and behavior based on moral criteria (Kubat, 2018). This continuity is particularly visible in contemporary discussions about welfare, health care, and reproductive rights, where policymakers continue to conceptualize marginalized communities as economic liabilities, or moral failures, malingering and unworthy of autonomy or state support (Merkle, 2023). The film’s representation of sterilization survivors confronts 23 audiences with calls to reject these assumptions, illustrating how moral narratives, however electrified, have maintained inequality and social exclusion (Ball et al., 2019). By illuminating the human toll of decisions guided by moral judgment, The Lynchburg Story calls into question the ways society measures worth, and who is allowed to define moral fitness. It compels audiences to grapple with the uncomfortable truth that eugenic ideology is not just a bygone ideology. However, a living framework entwined within contemporary systems of governance underpinned by normative and economic claims that persist in justifying the regulation of marginal lives (Boas et al., 2021). Conclusion The Lynchburg Story poignantly follows the evolution of eugenic ideology from a pseudoscientific rationale for sterilization to a more pernicious moral frame, where human value is calculated by productivity and social conformity. Eugenics, which originated in the concept of biological determinism, ranked people according to how genetically inferior they were, based on race, class and disability, and justified the sterilization of those deemed undesirable to purify society. In the wake of public disapprobation of Nazi horrors, biological eugenics lost its luster, but undercurrents of the eugenicist mentality remained, resurfacing in a different lingo around moral fitness and economic soundness. The movie lays bare this transformation, showing how survivors of forced sterilization were reclassified as not biologically defective but, rather, morally and socially unfit, as weighing heavy on public coffers, rather than as citizens possessing inalienable dignity. This shift, this new ideology, recast the state, no longer as the enforcer of genetic purity, but as the protector of the social and economic order, using moral judgment to decide who was entitled to autonomy, health care and reproduction. By focusing on individual narratives, The Lynchburg Story brings a human touch to people affected by the policies. Moral 24 policing-based policies ruined lives. The film forces viewers to grapple with the uncomfortable fact that eugenic thinking never really went away. It came to settle in, and seep through the policies that construct social value in terms of productivity limits, thus hardening the exclusion of all who fall short of constructed measures of moral and economic worthiness. This halfhistory is a reminder that eugenic thinking did not just disappear with Nuremburg; it lingered, lipstick on a pig, through another half century, and still doing its work, rebranded for the era, as necessary to social order for the sake of public health and responsible citizens. Modern policies reproduce moral fitness criteria that have their roots in eugenic ideology, but assume a more palatable face. The Lynchburg Story traces a straight line from historical campaigns of sterilization to contemporary systems that govern marginalized communities based on moral and economic judgments. Welfare programs, for example, often tie assistance to recipients’ ability to prove that they behave “responsibly,” either by working a certain number of hours or adhering to a nuclear family formation, assumptions that are based on the same kind of moral policing that was once used to justify sterilization. Access to healthcare is similarly shaped by moral narratives that often hold low-income, disabled and racialized individuals responsible for poor health outcomes and fail to provide them with comprehensive care. The movie demonstrates how this style of blaming falls most heavily on already marginalized people, depicting them as economic drains unworthy of state resources. These policies are also in continuity with those reproductive policies, where those laws against abortion, where lack of access to contraception, forced sterilization of people in prisons because violent violations are disproportionately affecting poorer communities, racialized communities. Like these guidelines, such practices serve the eugenic goal of who is allowed to breed, but restated as financial and moral necessity rather than biological imperative. The Lynchburg Story challenges its audience 25 to consider such parallels, showing how even now, social politics still drapes moral judgments in the garb of public obligation. The film lays bare the current enactment of moral fitness as society’s defining measure of value and how warped ideas of eugenics underpin the increasingly mainstream argument that social progress and personal virtue are bound inextricably together, only for a few, and not for all, in an unending political enterprise that supports structural disadvantage. It is an insight into own desperation to make up for what they have not seen or what they do not believe in and, in that sense, The Lynchburg Story is a call for a radical reordering of our conceptions of human value, which calls on us to reject the legal and economic contracts that have shepherded the eugenic instinct and its actualization in modern plans of the public good. The film reveals the extent to which moral fitness narratives are firmly embedded in social systems, welfare and healthcare, reproductive rights, that penalize the worth of human beings according to whether they could be a cost-benefit in line with a ledger and fit for consumption. This ideology, which we can trace back to eugenics and euthanasia practices, still underlies exclusion, poverty, and reproductory control, recreating the belief that only those whom to contribute to economic growth or those whose behavior meets certain moral expectations are fully worthy of citizenship. By humanizing survivors of forced sterilization, The Lynchburg Story calls viewers to change how they see people, rereading The Lynchburg Story in a way that demands recognition of someone’s inherent dignity, even if that someone falls short of being an ideal citizen, either economically or morally. Revisiting social worth means tearing down the entrenched legacies of eugenic ideology and reconstructing policies that are centered on empathy, equity, and human rights. Access to healthcare, reproductive freedom, social support must be acknowledged as universal entitlements, not privileges granted based on productivity or 26 moral (or aesthetic) alignment. The film’s call for reflection stretches beyond historical reckoning, it demands a future in which human worth is gauged not in terms of economic utility or social compliance, but in the implicit acknowledgment of every individual’s right to dignity, independence and belonging.
