Shifting Paradigms Development of the Quality Improvement Program Before the fall of 1979, the Quality and Reliabiliy (QR) philosophy at Signetics had functioned as though O& staff had full responsibility for quality, while production was responsible only for output. McKenzie's Q&R staff had met to examine two options continue past practices or initiate change. During the spring of 1979 alternatives to past practices were discussed. Determined to explore those further, McKenzie organized an off-site threeday planning meeting in September 1979 for all the corporate 0&R managers. ABC stands for Assumptions, Behavior, and Consequences. The idea is that by looking at the current state for each of those three areas, and then looking at what is desired, it's possible to concentrate on problem solving without having to point blame. McKenzie then presented the problem he wanted his staff to focus upon—that the philosophy that Q&R should act as a police force in Sig-netics operations needed to be changed radically.
