Summary of Appendix A: Later Amendments to the U.S. Constitution Amendment 21 (1933): Repeal of Prohibition    Repealed the 18th Amendment, ending the prohibition of alcohol. States retained the right to regulate the transportation or importation of alcohol within their borders. Required ratification by state conventions within seven years. Amendment 22 (1951): Presidential Term Limits     Limits a President to two elected terms. A person serving more than two years of another President’s term may only be elected to one additional term. Does not retroactively apply to Presidents in office when the amendment was proposed. Required ratification within seven years. Amendment 23 (1961): Electoral Votes for Washington, D.C.   Grants the District of Columbia a number of presidential electors equal to the least populous state (no more than three). Electors from D.C. participate in presidential elections as though the district were a state. Amendment 24 (1964): Abolition of Poll Taxes   Prohibits denial or restriction of voting rights in federal elections due to failure to pay a poll tax or any other tax. Congress is empowered to enforce this amendment through legislation. Amendment 25 (1967): Presidential Disability and Succession 1. Section 1: The Vice President becomes President if the President is removed, dies, or resigns. 2. Section 2: Vacancies in the Vice Presidency are filled by a nominee confirmed by both Houses of Congress. 3. Section 3: The President may voluntarily transfer power to the Vice President by declaring incapacity, resuming power upon declaring fitness. 4. Section 4: If the Vice President and a majority of executive officers declare the President unable to serve, the Vice President becomes Acting President. The President can dispute this claim, but Congress must resolve the matter by a two-thirds vote within 21 days. Amendment 26 (1971): Voting Age   Establishes that citizens 18 years or older cannot be denied the right to vote based on age. Congress is empowered to enforce this provision. Amendment 27 (1992): Congressional Pay Changes  Prevents any law altering the compensation of Senators and Representatives from taking effect until after the next election of Representatives.
