Due to this variety, Roman society faced a particular challenge: it made it necessary to draw definite lines between those who were seen as real Romans and those who were regarded as outsiders. The Roman Empire struggled to define the status of different groups throughout the course of its long and turbulent history, changing its conceptions of citizenship and belonging to take into account the constantly shifting demographic environment. The Roman Empire at its height included a previously unheard-of diversity of ethnic groups, from the native Italian peoples to the far-off regions conquered via diplomacy and conquest. Roman citizens and non-citizens were still distinguished from one another even after citizenship was expanded. Throughout the empire, those who were not citizens or foreigners but had varied degrees of legal rights and protections were referred to as "peregrinus". Even while certain emigrants were given special rights, such the capacity to trade or possess property, they were often kept out of the empire's political system. The idea of Roman supremacy over conquered peoples was reinforced by this separation between citizens and non-citizens, which represented larger societal hierarchies and power dynamics. Additionally, the "ius civile" and "ius gentium," a hierarchical system of legal status that discriminated between the privileges granted to Roman citizens and those offered to noncitizens, were used by the Roman Empire. The "ius gentium," a distinct body of legislation that controlled relations between Roman citizens and foreigners, applied to non-citizens while citizens had full protection under Roman law and access to the civil courts. This legal contradiction highlighted the hierarchical structure of Roman society, in which citizenship bestowed a higher rank on its bearers. Still, the Roman Empire proved remarkably flexible in allowing new populations and civilizations to flourish inside its boundaries. Conquered peoples were progressively assimilated and acculturated into Roman society via procedures that added to the richness and vibrancy of the city's culture. The integration of diverse communities into the larger Roman identity was made easier by the Romanization of provincial elites, the adoption of Roman language and traditions, and the expansion of Roman institutions. As time went on, a growing number of non-Romans adopted Roman identity and culture, making it harder to distinguish between citizens and non-citizens. To sum up, the variety of peoples living in the Roman Empire made it necessary to draw various lines separating citizens from non-citizens. While non-citizens were subject to a different legal system and were marginalised within Roman society, citizens were granted certain rights and benefits.
