That was not how the monarchs and their vassals saw it. Some claimed they were entitled to choose and manage church leaders on their territory. The church received significant protection against arbitrary monarchial authority and some influence over monarchs in most nations, even if it did not acquire complete control over the selection and management of its officials. During this time, the Hohenstaufen family—a well-known dynasty of the Holy Roman Empire— wielded significant authority and influence. In addition to controlling the Holy Roman Empire, they also controlled the Kingdom of the Two Sicilies, which included Sicily's island and a large portion of the Italian peninsula's southern region. Due to the Hohenstaufens' increasing encirclement of the papal holdings in Rome as a result of their geographical expansion, there was frequent warfare between the two powers. When two popes passed away suddenly in 1241, when Hohenstaufen soldiers were besieging Rome, the Hohenstaufens took the upper hand. As a result, the pope was vacant for two years, which caused a major upheaval in mediaeval Europe's political system. But when a new pope was elected, the situation changed, sparking uprising across the Holy Roman Empire and ultimately resulting in the Hohenstaufens' demise. After they died, a protracted period of time known as the Great Interregnum began, during which there was no Holy Roman emperor and authority was divided between competing groups and kingdoms. The pope periodically became involved in politics throughout these splits in an effort to retain stability and reinforce its authority. In the Kingdom of the Two Sicilies, where the monarchy adopted a policy of establishing secular political rule, the church-state dispute took a different turn. The 1231 Constitutions of Melfi, which are regarded as the world's oldest surviving written constitutions, served as the model for this endeavour. The Constitutions of Melfi were a major break from feudal customs since they attempted to consolidate authority in the hands of the king by appointing royal bureaucrats as local judges and administrators in place of vassals and church officials. The monarchy was able to exert more influence over its citizens and territory because to this administrative reform. In addition, the monarchy strengthened its hold on power by making use of its financial resources. Royal monopolies on crucial goods like salt, iron and copper brought in money for the growing bureaucracy and made it possible to finance the building of important infrastructure projects through taxes and tolls. Among these were the construction of fortresses at key spots around the realm, guarded by troops whose salaries came from the royal treasury. By strengthening the monarchy's sovereignty and fortifying the kingdom's defences, these actions allowed the monarchy to fend off attempts by the church and other outside groups to usurp its power. During the Great Interregnum, the Holy Roman Empire saw turbulent political conditions; in contrast, the Kingdom of the Two Sicilies arose as a stronghold of stability and centralised control. The Melfi Constitutions established a strong administrative structure that allowed the monarchy to rule over its realms and uphold law and order. This disparity in political trajectories highlights the many ways that mediaeval European kings consolidated their authority, as well as the intricate interactions between church and state processes.
