Leopold took advantage of the reluctance of other European countries to engage in the region and founded the International African Association in 1876. Leopold concealed his actual goals behind the pretext of humanitarianism and civilising missions, presenting himself as an advocate for African progress while secretly preparing to plunder the resources of the Congo. Leopold's diplomatic skill was put on display during the Berlin Conference of 1884, when he skillfully allayed the fears of his apprehensive European peers by promising unlimited commerce and compassionate government over the Congo. And thus the Congo Free State—a misnomer for what would eventually become Leopold's personal domain—was established, free from Belgian supervision or responsibility. Notwithstanding promises of free commerce, the Congo quickly turned into a hotbed of exploitation as multinationals and agents from Europe brutally took advantage of African workers in order to make money. The swift dissolution of the benevolent façade exposed the brutal realities of colonial subjugation and exploitation. Leopold committed a long list of crimes throughout his reign over the Congo, prioritising wealth over any form of humanitarianism or moral leadership. Leopold's administration was typified by systematic mistreatment, violent acts, and forced labour, while indigenous communities endured unspeakable misery for the sake of imperial profit. The Congo Free State's economy depended heavily on the sale of ivory and rubber, two commodities highly valued in European markets, but whose extraction came at a high human cost. Native American tribes were forced into work camps where they endured cruel treatment from European overseers, including beatings, mutilations, and arbitrary killings. Witness testimony and international investigation revealed more and more about the extent of Leopold's exploitation. Humanitarian activists like Roger Casement and E.D. Morel revealed the horrible conditions of living in the Congo and brought attention to the heinous crimes carried out while Leopold was in power. Since the Congo Free State functioned under Belgian colonialism's cover while staying independent of Belgium, the country Leopold came from was implicated in the crimes of its ruler. The Belgian government, which had first had mixed feelings about Leopold's plans to colonise, was caught in a moral bind as it tried to balance the benefits of colonial wealth with the horrors of humanitarianism. Leopold's personal domination over the area came to an end in 1908 when Belgium annexed the Congo Free State as a result of the global uproar against his reign of terror. However, the Congo continued to suffer from the colonial legacy of brutality, abuse, and economic exploitation long after Leopold left.
