Congress consistently pressed for additional rights for emancipated individuals and a far more comprehensive reconstruction of the South, while Johnson advocated for more latitude and a quicker process of recovery. Bitter conflicts and power struggles resulted from the divergence between Congress's goal and Johnson's conception of Reconstruction. Radical Republicans were incensed by Johnson's rejection of important Reconstruction laws, including the Freedmen's Bureau Bill and the Civil Rights Act, and this strengthened their resolve to challenge legislative control over Reconstruction policy. The ensuing fight for authority between the legislative and executive branches made it much more difficult to make any real headway toward the Reconstruction process. With the implementation of congressional Reconstruction, the federal government took a more active role in determining the destiny of the South, signaling a substantial divergence from previous attempts at reconciliation. Reconstruction became a comprehensive and revolutionary project led by Congress that sought to abolish the last vestiges of slavery and create a society that was more just and inclusive. Notwithstanding the challenges and disappointments, legislative Reconstruction was a vital step in bringing African Americans in the post-Civil War South closer to the dream of freedom and equality. Significant social, political, and economic reforms—such as the creation of public education systems, the enlargement of civil rights protections, and the involvement of African Americans in politics—were made possible by the foundation it created. Reconstruction's impact is still debatable, nevertheless, as a result of the lingering conflicts and unsolved problems that still influence modern American culture.
