The council charges The people themselves constituted the lowest level of the fiscal authority. At that time, neither the Administration nor the Crown addressed any of the local requirements. Everything that needed to be paid for by the towns themselves, or their neighbors, included the construction of the storehouse to store grain, the hospital for the ill, the school of first letters, the fountain, and bridle or cart trails. The towns used to "own" some assets to take care of all of this: certain shops (butcher shop, grocery store, bakery, etc.) that were provided in return for a few reales, some land to rent, and not much more. To deal with all of this, the great majority of communities decided to impose different distributions on their neighbors. On other instances, they came to enforce the well-known sisas that, despite the fact that they needed royal authority issued by the Council of Castile, were sometimes followed illegally, particularly in areas of non-royal lordship where the de facto authorities occasionally wielded a totalitarian power. These imposed taxes, whether legitimate or fictitious, came in a variety of forms: payments for the use of bridges to allow livestock or goods to enter the town ('pontazgo" and "portago"), although the most common ones concerned purchases of meat, bread, wine, fish, or spices at retail stores, as well as for consumption in taverns and inns; contributions for the use of mountains, herbs, or firewood; and sums for the use of fish or river water. As was the case with the so- called "wind checkpoint," they were finished and charges were applied to foreigners who came to sell at fairs or markets.
