ROYAL TAXATION: CROWN INCOME The revenue that fueled the royal coffers may be divided into three major categories: province revenue or internal taxes, static revenue or monopolies, and general revenue or customs revenue. I will refer to an internal report that the general directors of revenue sent to the minister of finance in order to define and discuss them. Signed by Francisco de Cuéllar and Luis de Ibarra y Larrea, two members of the Royal Single Contribution Board, it dates back to 1759 and is sent to the Count of Valparaíso, the Ensenada's successor minister at the Treasury.7. The whole revenue According to the report, "the rights or impositions that are universally demanded for entry and exit in the domains of H.M. of all kinds of fruits, goods, and merchandise" make up the majority of the income. The customs charge is known as almojarifazgo, or tithe, in the ports of Andalusia, the coast of Granada, and the province of Murcia. Every genre had a unique tariff that is detailed in the gauge book, which was last updated at the end of the I7th century. During this century, the customary contribution-which varied by genre and ranged from 3 to 10% — increased gradually, proportion of the Crown's crises, coming in at 25%, with a significant overabundance. The rates were lowered, making these customs the most moderate, as a result of various provisions and agreements with lessors of rents or assentistas. However, when Ensenada studied the situation, it was impossible to correct, as those tariffs had been consolidated in the Trade Treaties with England of 1713 and 1716. In a different category of customs, the "wet ports" of the Valencian kingdom, "Quatro Villas," Asturias, Galicia, and Mallorca, as well os the dru ports on the borders of Araoon and France. Aragon and France, Castile and Navarre, Guipúzcoa, Alava, and Señorío de Vizcaya, saw a 1.5% increase in tariff, with an additional 2.5% added for payment in silver. Although there were no official customs charges at Navarra's border with France, a 3.75% customs levy was nevertheless in place for goods entering and leaving the country. The basic tariff with increases totaled 12.75% at the dry ports (in the kingdoms of Galicia, León, Castile, Extremadura, and Marquesado de Ayamonte) between Castile and Portugal. Catalan ports were subject to a unique set of rules. The Principality's Provincial Council imposed an additional call "of war" to the contribution known as the "ordinary General right" in order to support the war that "was waged against King Dn. Philippe Quarto" in 1640. With the exception of Barcelona, where the tax was 7 and "eleven dozabos" percent at the entry and 7 and "un dozabo" percent at the departure, the tax was quite mild, as combining "general" and "war" only reached 3.33%. The "bolla duty," which constituted 15% of the arrivals and departures of wool, silk, and mixed apparel valued at their selling price, also applied to certain genres. Each unit received twelve coins from the hats and card decks. Customs officials, exporters, and importers were required to abide by the "ordering books," which documented all customs cases pertaining to these ports starting in 1704. Goods meant for the kingdoms of Aragon or Valencia were frequently brought into Catalonia through its ports, where they were subject to an additional tax equal to the 15% paid at the customs offices at Barcelona, Fraga, or Tortosa.
