ADMINISTRATION IN THE POINT OF VIEW OF COMMUNICATION
Background
Education administration is all the efforts of people involved in the process of achieving
educational goals, integrated, organized, coordinated effectively and all materials utilized
efficiently. In the administration there are several functions, including the function of
communication. The communication function is one of the functions of educational administration,
where this function has an important role. In an administration there needs to be communication
from one party to another party so that the goals in education administration can be achieved.
Humans communicate to share knowledge and experience.
Common forms of human communication include signal language, speech, writing,
movement, and broadcasting. Communication can be interactive, transactive, purposeful, or
aimless. Through communication, the attitudes and feelings of a person or group of people can be
understood by the other party. However, communication will only be effective if the message
conveyed can be interpreted the same by the recipient of the message. From this description, that
in communication it is necessary to pay attention to the elements related to the communication
process, both by the communicator and by the communicant, and also that the communicator must
understand from the purpose of communication.
DISCUSSION
Administration and Communication Concepts
Definition of Administration
According to Handayaningrat (2002: 2) in his book Introduction to the Study of
Administration and Management as follows: Administration narrowly comes from the word
Administration (Dutch) which includes note-taking activities, correspondence, light bookkeeping,
typing, agendas and so on that are administrative technical (clerical work). From this definition, it
can be concluded that administration in a narrow sense is an administrative activity which includes
record-keeping, correspondence, bookkeeping and archiving of letters and other matters intended
to provide information and facilitate obtaining information again if needed. Administration in the Broadest Sense
Administration in a broad sense comes from the word Administration (English) which was
put forward by several experts and quoted by Soewarno Handayaningrat in his book Introduction
to the Study of Administration and Management Science (2002: 2). Administration in a broad
sense, namely: Leonard D. White in his book Introduction to The Study of Public Administration
says: Administration is a process common te scale or small scale... etc. (Administration is a process
that is common to all group, state, private, civil, or military businesses, large or small businesses,
etc.).
In the administrative process generally requires two or more people and groups consisting
of groups within a country, working in the private, civil or military fields who work together in an
organization to achieve predetermined goals. William H. Newman in his book Administrative
Action suggests that: Administration has been defined as the guidance, and leadership and control
of the effort of a group of individuals towards some common goal. (Administration is defined as
the guidance, leadership, and supervision of the efforts of a group of individuals for the
achievement of a common goal.
The definition explains that administration requires an action that can be in the form of
guidance, leadership, effective supervision which are administrative functions to achieve a
common goal that has been determined. According to H.A. Simon et al. in their book Public
Administration that: Administration as the activities of group cooperating to accomplish common
goals. (Administration is as an activity rather than a group that collaborates to accomplish a
common goal. The definition explains that administration requires a cooperation between two or
more people or certain interest groups who hold meetings between certain groups in order to
complete a common goal.
The Liang Gie (2009: 9) in his book Modern Office Administration says that:
"Administration broadly is a series of activities carried out by a group of people in cooperation to
achieve a specific goal." The administration broadly explained that a series of activities that require
a process of cooperation is not new because it has arisen with the emergence of human civilization.
So, it can be concluded from some understanding of administration by the opinions of the experts
above that basically administration is the activity of two or more humans based on certain
rationality through a cooperation in an organization to achieve a predetermined goal. Understanding Communication
Communication is a process of conveying information (messages, ideas, ideas) from one
party to another party in order to influence each other between the two. In general, communication
is carried out using words (spoken) that can be understood by both parties. If there is no verbal
language that can be understood by both, Communication can still be done using gestures, showing
certain attitudes, for example smiling, shaking your head, shrugging your shoulders. This method
is called communication with nonverbal language (www.wikipedia.com).
According to Jalaludin Rahmat (2001: 9) communication is a social event that occurs when
humans interact with other humans. Another definition of communication is the activity of
proposing the desired understanding from the sender of information to the recipient of information
and causing the desired behavior of the recipient of information (Yuwono, 1985: 3).
