Barriers to Implementing Curriculum Innovation According to Prastyawan, P (2011:175) the innovation adoption process can also be hampered by various factors. There are three main barriers that have the potential to arise in every innovation adoption: 1. Mental block barriers, barriers that are more caused by mental attitudes, such as: Misperception or assumption, Tend to think negatively, Haunted by anxiety and failure, Not wanting to take too deep risks, Lazy, Currently in a "comfortable and safe" area, Tend to be resistant/reject change; 2. Barriers that are cultural blocks. This is due to: Customs that are already rooted and traditional, Obedience to local traditions, There is a feeling of guilt if there is a change; 3. Social block barriers; Differences in ethnicity and religion or race, Social and economic differences, Narrow nationalism, Primordial arrogance, Uncontrolled regional fanaticism. According to Ibrahim (Prastyawan, P, 2011:175) there are 6 main factors that can inhibit an innovation, namely: 1. Inaccurate estimation, often failure of an innovation occurs due to immature estimation or possibilities that will arise. Obstacles caused by inaccurate estimation include lack of consideration of innovation implementation, lack of relationship between implementation teams, lack of common opinion about the goals to be achieved, lack of coordination between officers involved. 2. Conflict and motivation, conflict can occur in the process of implementing innovation, for example there is a conflict between team members, lack of understanding and feelings of envy from the party or members of the innovation team. In addition to conflict, factors that can inhibit can also be caused by motivation, for example weak motivation from the people involved, narrow views from the innovation project team, a closed attitude from the innovation project incumbent and so on. 3. Innovation does not develop, Other obstacles that can interfere with the progress of innovation can be caused by the lack of development of the innovation process itself. Some factors that can influence include, low opinion, geographical factors, lack of communication facilities, unfavorable climate and weather, and so on. 4. Financial problems, Innovation failure often occurs due to inadequate funds. Some factors that can cause this financial problem are, very minimal financial assistance, the overall economic conditions of the community, delays in financial assistance. 5. Rejection from certain groups, The success of innovation can also be determined by the sincerity and role of all community groups, especially groups of people who determine such as the elite and community leaders. When there is rejection from these groups towards an innovation, the innovation process will experience obstacles. Rejection of innovation is often shown by traditional and conservative social groups. 6. Lack of social relations, Another factor that can hinder the innovation process is the lack of good social relations between various parties, especially between team members, so that there is disharmony in working.
