The Concepts of Finance, Financial Management, and Accounting (1) The Basic Concept of Finance 1. The Meaning of Finance From the perspective of human history, finance emerged alongside the formation of the state, making financial activities a time-honored economic behavior or phenomenon. Once a state is established, it must allocate a portion of national income from social distribution to sustain the existence of state institutions and ensure the fulfillment of its functions, thereby giving rise to this special economic behavior or phenomenon known as finance. Under the current market economy system, the concept of finance has naturally evolved and expanded. From an economic perspective, finance is an economic category, an economic behavior with the state as its subject, and a revenue and expenditure activity where the government concentrates a portion of national income to meet public needs, aiming to optimize resource allocation, achieve fair distribution, and stabilize and develop the economy. However, from a practical standpoint, finance refers to a comprehensive department of the state (or government), namely the finance department, which raises and provides funds and resources through its revenue and expenditure activities to ensure the fulfillment of the state's (or government's) functions. 2. The Functions of Finance Finance is an economic activity of the government and a means to fulfill and realize the government's economic functions. Therefore, the functions of finance are the economic functions of the government, namely resource allocation, income distribution, economic stability, and development. 3. Characteristics of Finance The characteristics of finance can be summarized in three points: first, public nature. Since the political rule of the ruling class is based on certain social functions, the public nature of finance is self-evident. Engels once proposed the principle that “politics is based on the execution of certain social functions and can only continue to exist by fulfilling these social functions.” He also pointed out that “to prevent these opposing classes, whose economic interests conflict, from destroying themselves and society through pointless struggles, there must be a force that appears to stand above society. This force should mitigate conflicts and keep them within the bounds of order. This force, which arises from society yet positions itself above it and increasingly separates itself from society, is the state.” From this, it can be seen that the public nature of the state or government is inherent. Second is coerciveness. The coerciveness of fiscal policy refers to the fact that fiscal policy, as an economic activity and its operations, is implemented through the exercise of state political power by issuing laws and regulations. For example, the government's tax collection activities are the best embodiment of coerciveness. Functions of Finance The fundamental manifestation of the functions of finance is to promote the healthy circulation of corporate economic activities and achieve a balance between the speed and efficiency of corporate economic development. The primary functions of finance include financing, capital operations, and resource allocation. 3. Characteristics of Finance Finance is characterized by its broad scope. Depending on different objectives and user groups, finance generates different decisions, which have no extreme values but only appropriate and reasonable ones, with a wide range of outcomes that are not singular. Finance is also characterized by its forward-looking nature. It involves analyzing historical data and current conditions based on certain assumptions, as well as predicting and judging future situations. Its conclusions are realized in the future and determine whether economic transactions occur. (3) Basic Concepts of Accounting 1. The Meaning of Accounting Accounting is a technical method for processing data that uses currency as a measurement unit and specialized methods to comprehensively, continuously, and systematically calculate and supervise the economic activities of an entity. It involves confirming, measuring, recording, and reporting transactions or events, and providing information and data on the entity's financial status, operating results, and cash flows. 2. Functions of Accounting The basic functions of accounting are primarily divided into reflective functions and control functions. The reflective function involves systematically and comprehensively recording, calculating, and reporting the economic activities of an entity, which is the primary function of accounting. The control function involves regulating the legality, rationality, and effectiveness of the entire economic activity process. 3. Characteristics of Accounting Accounting is objective. Accounting must strictly adhere to the provisions of the Accounting Standards and the Accounting Law, and accounting personnel must not operate based on personal preferences. Therefore, different accounting personnel performing accounting work will generally arrive at consistent results. Accounting is comprehensive. Accounting does not merely rely on a single element form; its elements and indicators, such as assets, liabilities, owners' equity, revenue, expenses, profit, and cash flow, comprehensively reflect the process and results of an enterprise's economic activities. The Relationship Between Finance, Financial Management, and Accounting (1) Accounting Provides the Basis for Financial Management, and Financial Management Enhances the Essence of Accounting If the accounting foundation is weak, financial forecasting, decision-making, planning, and control will lack a reliable basis. (2) Finance and accounting serve fiscal operations From the above perspectives, it is evident that finance and accounting are inseparable and mutually reinforcing, and their integration also provides a reliable foundation for fiscal operations. Although fiscal operations have unique characteristics, they are also economic activities. These economic activities require comprehensive, continuous, and systematic accounting and supervision, as well as reasonable and effective decisions regarding asset acquisition, investment, financing, and management under a specific overall objective. In summary, finance and accounting are the foundational tools of fiscal management. For example, to analyze the composition of central government expenditures on “agriculture, rural areas, and farmers” in 2013, one must rely on the detailed breakdown of local government expenditures on “agriculture, rural areas, and farmers.” This breakdown is based on the comprehensive, continuous, and systematic categorization, accounting, and supervision of such expenditures by local government departments, which cannot be achieved without “accounting.” For a complete data system, “finance” is needed to reasonably and effectively allocate and manage resources based on overall objectives. Therefore, without “finance” and ‘accounting’ as its foundation, “fiscal policy” can only remain theoretical and unable to fulfill its functions and responsibilities. III. The Differences Between Fiscal Policy, Finance, and Accounting The core of accounting lies in “calculation,” while the core of finance lies in “decision-making.” What is the core of fiscal policy? Here, we interpret it as “politics.” The differences between the three are primarily reflected in the following aspects: (1) Different Concepts From a conceptual perspective, accounting is a technical method for processing data, or more precisely, a combined application of text and numbers to provide services for management. Finance is a comprehensive management function, while fiscal policy is a special economic activity. (2) Different Functional Roles The basic functions of accounting are calculation and supervision, with the primary function being to reflect information. Finance and fiscal policy, on the other hand, focus on making different decisions based on the information provided by accounting. The difference is that the policies made by fiscal policy are more closely influenced by political factors than those made by finance. (3) Different Influencing Factors Accounting conclusions are primarily influenced by accounting policies and estimates. The accounting policies and estimates selected by a company are constrained by both the national unified accounting system and the professional judgment capabilities of accounting personnel. The extent to which financial management objectives are achieved is primarily influenced by factors such as the company's return on investment, risk, investment projects, capital structure, and dividend distribution policies. Unlike finance and accounting, fiscal operations are primarily influenced by political factors such as social systems and economic systems. (4) Different Purposes The purpose of accounting is to produce an accurate set of financial statements, with conclusions that are legally valid, fair, and consistent, and relatively objective. In contrast, finance aims primarily to maximize profits, thereby maximizing corporate wealth or value. Unlike finance and accounting, the purpose of fiscal policy is not profit maximization. Fiscal policy requires the reasonable allocation of social public resources, and many fiscal economic activities are of a public welfare nature, none of which aim to generate profits. In summary, analyzing the connections and differences among the three can clarify their unique characteristics, define their respective objectives and functions, facilitate managers in reasonably allocating resources, optimize technical processing systems, and promote the three to better serve managerial objectives.
