‭ hat the design of administrative information management systems is essentially‬ W ‭about‬ ‭ hen designing administrative information management systems, it mainly concerns‬ W ‭twelve questions, which can be divided into four groups of three as follows (‬‭the twelve‬ ‭questions of BIV‬ ‭):‬ ‭Questions regarding the 'what', in this case 'what information?'‬ ‭1.‬ W ‭ hat information do the various officials need for their decision-making,‬ ‭implementation preparation, implementation and control?‬ ‭2.‬‭W hat information, if any, should they be able to provide for their own exemption?‬ ‭3.‬ ‭W hat basic data must be recorded for the information referred to under 1 and 2‬ ‭as well as for contact with third parties?‬ ‭Questions regarding 'who', in this case 'what division of tasks?'‬ ‭ .‬‭W here and by whom should the initial recording of the basic data be made?‬ 4 ‭5.‬‭W ho can best carry out further data processing?‬ ‭6.‬ H ‭ ow should the division of tasks with regard to business operations be arranged so that‬ ‭the bodies charged with information provision can fulfill their functions in an optimal‬ ‭manner?‬ ‭Questions regarding the 'how', in this case 'which method?'‬ ‭7.‬ A ‭ ccording to which system can the primary recording and further processing‬ ‭of the data best take place?‬ ‭8.‬‭How can the information produced best be made available to those who need it?‬ ‭9.‬‭How can optimal reliability of information produced be ensured?‬ ‭ uestions regarding 'when', in this case 'what timetable?'‬ Q ‭10.‬‭At what times should the primary commitments be made?‬ ‭11.‬‭W hat is the length of the period for which the summary statements should be‬ ‭produced? (information interval).‬ ‭12.‬‭At what times should the various data processing processes be terminated‬ ‭so that information can be provided in a timely manner? (information‬ ‭delay).‬ ‭ he answer to all these questions depends on a consideration of the usefulness and‬ T ‭costs of the alternative options and will therefore differ from case to case. A special‬ ‭difficulty that arises (particularly with questions 1 and 2) is that the usefulness of certain‬ ‭information is in many cases difficult to measure and even more difficult to predict. In‬ ‭addition to the nature of the information, the frequency, delay, accuracy, form and detail‬ ‭of the information also play a role in usefulness and costs. One will therefore have to‬ ‭delve even more deeply into the concrete situation for which an information management‬ ‭system must be designed and take into account this always have to wonder what the‬ ‭motives are for the answer to be given. The 'what', 'who', 'how' and 'when' will therefore‬ ‭have to be supplemented each time with a 'why'.‬ ‭ he household, viewed as a system‬ T ‭Elements of a system only form a coherent whole if the elements interact with each‬ ‭other in some form to‬‭communicate‬‭, where data transfer‬‭takes place. Without‬ ‭c ommunication, neither a household nor an administrative information system can‬ ‭function. The communication flows within a household together technically form the‬ ‭communications network‬‭, which, like the information‬‭management system, can be‬ ‭regarded as an aspect system and should therefore largely follow the structure of‬ ‭the organization. In a functional sense we refer to this network with the term‬ ‭information‬‭network‬‭.‬
