‭The strategy formulation process can be divided into three phases:‬ ‭-‬ ‭The External‬‭analysis consists‬‭of an investigation into relevant factors outside the‬ ‭ rganization with the aim of identifying existing and potential opportunities and threats for‬ o ‭the organization.‬ ‭-‬ ‭The Internal‬‭analysis consists‬‭of an internal investigation with the aim of determining the strengths and‬ ‭ eaknesses‬ w ‭of the organization.‬ ‭-‬ ‭The results of the internal and external analysis (together the SWOT analysis)‬ f‭orm the input for the final phase,‬‭determining the strategy to be followed‬‭. This‬ ‭strategy will have to avert threats as much as possible and exploit opportunities.‬ ‭The strategy must build on the existing and future strengths of the organization‬ ‭and must try to neutralize or prevent existing and potential weaknesses.‬ ‭ he tactical part of the information policy is mainly internally oriented and should primarily be to‬ T ‭lead into‬‭an effective and efficient organization.‬ ‭The information plan and information planning‬ ‭ he information policy is given concrete shape in a blueprint of future administrative‬ T ‭information provision, information‬ ‭plan‬‭, consisting of the following four parts:‬ ‭-‬ ‭Information‬‭system model‬‭, in which the information systems to be‬ ‭purchased or developed or improved are described.‬ ‭-‬ ‭Technical‬‭infrastructure‬‭, which indicates which information technologies will be‬ ‭used to achieve possible strategic objectives, enable information systems to‬ ‭function, and enable communication between systems, business units and‬ ‭employees. Guidelines (standards) are also laid down in the description of the‬ ‭technical infrastructure with regard to, among other things, workplace support.‬ ‭-‬ ‭The Organization‬ ‭of information provision‬‭, which describes the‬ ‭organizational implementation of the computerization function.‬ ‭-‬ ‭A Project‬‭plan‬‭, in which concrete projects are defined to move from the‬ ‭c urrent to the desired situation.‬ I‭nformation planning is the‬ ‭process in which the information plan‬‭(the blueprint of‬ ‭information provision)‬‭is drawn up‬‭. Central to this are the processes that are carried out‬ ‭in the company and/ or that the company wants to carry out, and the information required‬ ‭for the implementation and control of these processes.‬ ‭ he preconditions associated with the implementation of the planning process,‬ T ‭including in terms of objectives to be achieved, costs and security, are laid down as‬ ‭part of the information policy. When designing the information plan, these‬ ‭preconditions will be explicitly included in the activities to be carried out. These‬ ‭activities can be divided into the following phases:‬ ‭-‬ ‭Analysis of the current situation‬‭, in which (information) needs, bottlenecks‬ ‭and problems with regard to the current situation of information provision are‬ ‭identified;‬ ‭-‬ ‭Determining the desired situation‬‭, which determines how the information‬ ‭provision will be designed in order to realize the information policy and which‬ ‭determines which organization of the information provision is required for this‬ ‭realization;‬ ‭-‬ ‭Determining the migration path‬‭, which identifies which projects will be‬ i‭mplemented and when in the coming years to move from the current to the‬ ‭desired situation, as well as the order in which they should be implemented.‬
