Concentration is defined as the mass of contaminant (in this case salt) per volume of water. First, you need to convert from kg of salt to mg of salt:
(1.2kg)(1,000,000 mg/1 kg) = 1,200,000 mg salt
Now divide the mass of salt by the volume of water:
1,200,000 mg salt/3500 L water = 340 mg salt/L water
