STAFFING AND SUPERVISION FUNCTIONS IN THE OFFICE A. Staffing Function (Filling Positions) In an organization, there needs to be a division of tasks (job description), or in management terms it is better known as staffing because a company organization will not progress if the division of tasks is not in accordance with the capabilities of human resources. According to Hasibuan (2008: 173) the staffing function is a process related to recruitment, selection, and orientation or socialization and placement of new employees. The staffing function in office management is defined as an activity to obtain effective employees who will fill positions in the organizational structure through identifying workforce needs, inventorying available personnel, recruitment, selection, placement, promotion, assessment, payroll, and training for the required personnel so that organizational goals can be achieved. The principle of filling positions or staffing is the placement of the right people in the right place and the placement of the right people in the right job or the right man in the right place and the right man in the right job. This principle needs to be applied to avoid mismanagement in personnel. Staffing is related to management with a structural approach because it is a normative management that has the view that organizations must be managed structurally, the implementation of structuralistic managerial emphasizes the consideration of the position, function, and duties of each personnel in their respective structures. Hierarchically, each structural position has levels in terms of rank and position which will later affect the extent of the authority and responsibility of each structural position. The structural relationship in question is the functional relationship and activities that occur in an organization. Staffing is a kind of structuralization, namely organizing personnel in position, authority, position, rank, responsibility, and all things that are attached to the condition of a person who sits in a certain structure, as there is a difference in salary with productivity between one structure and another. Each structure is known by the terms highest and lowest, highest and lowest positions, and highest and lowest salaries and benefits. Structural positions also determine the authority and its influence on organizational performance. Vertically, the authority held by the leaders with their respective positions shows the existence of hierarchical power that is centered on the highest leaders, such as the president directors, who usually have broad authority in the organization. Top management/Top Managers can give instructions or orders to all the leaders below them, while the leaders of certain work units cannot. The achievement of organizational goals may have been successful, but there is still an opportunity to improve the organizational units that have achieved and the existing authority relationships. However, if they are not capable of leading the organization, then it is certain that the results will not be good. Therefore, it should be noted that tasks must be carried out based on expertise. B. OFFICE SUPERVISION FUNCTION According to George R. Terry, there are four functions in management, including: 1) Planning 2) Organizing 3) Actuating 4) Controlling In order for the organization to run and develop well, it must be managed well. These four functions are very important to be considered and implemented in office management. The supervision function in office management will be greatly needed to maintain all forms of activities and the effectiveness of resource utilization so that they are not used deviating from the plan, so that the main objectives of the organization can be achieved. This activity can usually be carried out by conducting inspections, audits, supervision and supervision. The purpose of supervision is so that the work program can run in accordance with the vision and mission that have been made. Another benefit of supervision is that it can be found out if there are deviations that occur in the process of running the work program, by knowing the problems from the start it will make it easier for the organization to be able to evaluate so that improvements can be made immediately, thus the members of the organization in carrying out their duties will be more careful so as not to make mistakes.
