The Influence Of Parents On Sexual Education In Public Schools In Poland Presented by: Prof. Sobczyk Date: 13 May 2022 Introduction - The guarantees regarding the title The influence of parents on [sexual] education in public schools in Poland have not been explicitly formulated in the current Constitution of the Republic of Poland of April 2, 1997. - - They should be decoded from several constitutional provisions: • 1) Art. 48 of the Polish Constitution • 2) Art. 70 of the Polish Constitution • 3) Art. 71 of the Polish Constitution Basic questions: • How are constitutional guarantees implemented in lower-level legislation and practice? • Do parents have a real impact on children's education, especially in such a sensitive area as sex education? - I will present three different ways in which parents influence education in public schools: • Introduction] • Parent's councils • Parents' cooperation with the school [unstructured) • Parents' influence on classes conducted by an association or other organization - "Lex Czarnek" • Conclusions Parent's councils - Parents' councils are obligatory bodies Act of 14 December 2016 Education Law - The Polish education system is so centralized and constrained by standards. - The filing and opinion-making powers of parents' councils: "The parents' council, which represents all parents of pupils, "may apply to the headmaster and other bodies of the school or facility, the body running the school or facility and the body exercising pedagogical supervision with motions and opinions on all matters related to the school or facility". - The second group consists of constitutive and opinion-making tasks. Parents' cooperation with the school - The Regulation of the Minister of National Education of February 14, 2017: "Collaboration with parents, various environments, organizations and institutions, recognized by parents as the source of essential values, to create conditions enabling the development of the child's identity". „Lex Czarnek" - In the last few years, legislative attempts have been made to strengthen the influence of parents on school activities. - The project was called "Lex Czarnek", after the name of the Minister of Education and Science, Prof. Przemysław Czarnek. Conclusions - Article 1 of the Law on School Education of 14 December 2016 states: • „The school education system shall ensure, in particular:  “1)  2) supporting the educational role of the family by the school;  • 3) ...;” - The aim of the education system is subsidiarity, that is, to support the educational role of the family. - In other words: Parents first, school second
