INMS 610 Final Assignment – Afghanistan Withdrawal - All-Source Intelligence Collection Plan A comprehensive on-line research and planning project serves as the final examination for the course. Background: You are an Intelligence Planning Officer working at the Office of the Director of National Intelligence (ODNI), National Intelligence Manager (NIM) for South Asia/Afghanistan-Pakistan. The NIM concept allows the IC to consolidate Community-wide expertise on specific countries and issues, respond quickly to policymakers’ intelligence needs, and identify knowledge gaps across the Community. The NIM for South Asia/Afghanistan-Pakistan enables the IC to bring wide-ranging resources and capabilities to bear against one of the Administration’s most urgent national security challenges. The United States Armed Forces completed its final withdrawal from Afghanistan on 30 August 2021, marking the end of the 2001–2021 war. The exit followed a chaotic, two-week withdrawal process during which more than 120,000 people were evacuated. A year after the withdrawal, the DNI formed a joint commission to investigate how intelligence collection should have been designed to support the withdrawal of U.S. and allied forces from Afghanistan. A report will be completed on how intelligence collection, analysis, reporting and dissemination should have been optimally used to support withdrawal operations. Your focus is on the intelligence collection planning. The four primary intelligence requirements (PIRS) to support the withdrawal are force protection, counterterrorism, threat warning and situational awareness. For example, 2,000 U.S. Marines assigned to the 24th Marine Expeditionary Unit (MEU) forward deployed to reinforce security of the U.S. Embassy in Kabul, Afghanistan, and the Hamid Karzai International Airport. The terrorism threat proved to be serious, and thirteen U.S. service members were killed and at least eighteen injured in an attack at a checkpoint outside the Kabul airport, where thousands of people were being evacuated. Augmentation by the U.S. intelligence community was essential in providing collection, analysis, and expertise. For example, how would airborne and unmanned intelligence collection could be used. For example, MQ-9 Reaper drones to provide real-time intelligence, surveillance, and reconnaissance over watch. HUMINT collection for on-the-ground intelligence gathering became significantly more difficult and riskier. Intelligence sharing with our NATO and coalition partners should be included in the collection plan. Address the following tasks in this assignment: Design a multi-INT collection plan against the targets defined in the scenario for analysts who are producing a comprehensive, multi-discipline intelligence assessments for senior leaders and operational commanders. The collection plan should include: • Description of the collection scenario such as priority targets, timing, limitations, and collection methods. For example, collection against Taliban leadership, troop dispositions, threat warning, etc. • Assess the four priority intelligence requirements (PIRs) in providing areas of emphasis for multi-INT collectors (force protection, counterterrorism, threat warning and situational awareness). For example, how would intelligence collection be designed to address these operational priorities. • Identify the associated risks with the collection effort. For example, threat warning, terrorist attacks, reliability of Afghan intelligence, etc. • Develop a timeline for the use of the assets that you identify in this plan and describe the communication and collaboration among collectors that is required for the success of the effort. Additional background on each collection discipline: HUMINT: Postulate the specific assets you propose to use such as CIA operatives, special operations collectors, specific recruited sources, or specific liaison sources such as defense attaches. Describe any additional features of the scenario that would be useful in your collection plan. SIGINT/COMINT: Identify the tactical use of signals intelligence sources and types of communications that might be collected such as Taliban and al Qaeda social media nodes. Possible communications include cell phones, microwave point-point; push-to-talk (PTT) radios, fiber optic cable, wireless computer networks, and internet communications. Identify potential COMINT liaison organizations and services of friendly countries) that might be in a position to assist. GEOINT: Consider the application of available sources of geospatial imagery such as optical, SAR, LiDAR, nighttime infrared, multispectral and hyperspectral imaging. MASINT: Utilize MASINT technical collection to detect the unique RF frequencies associated with IEDs. OSINT: Be specific about monitoring Taliban and al Qaeda social media focusing on lower and midranking leadership, and social public opinion.
