Defining crime is quite problematic Attitudes towards certain acts change over time, or technology evolves and definitions of crime become outdated THE CONSTRUCTION OF CRIME crime is an actor omission which constitutes an offence and is punishable by law; illegal activities; and an action or activity considered to be evil, shameful or wrong. It is a wicked or sinful act (OED, 2011) Crime is a legal description of an act as socially injurious and legal provi sions of a penalty for the act. (Sutherland, 1940:7) Crime and the Law The crime phenomenon thus exists. because of the creation of the concept of crime by means of criminal law, its enforcement and its administration (Quinney, 2000: 1)
