Project Implementation Procedure Companies and institutional institutions will always need project management to achieve goals more effectively. This project management method can reduce the risks that may occur during the completion of the project itself. On the other hand, project management can also maximize the potential of each person in the team. In this way, each employee can make a positive contribution from the planning, implementation and management of the project. According to Tjokroamidjojo (2006) implementation is a process in the form of a series of activities, namely starting from a policy to achieve a goal, the policy is then translated into a program and project. The following is an explanation of the stages in implementing a development project. Starting from the first stage, namely Planning, to the final stage, namely maintenance and preparation for use, including: 1. Planning Stage All construction projects usually start from an idea or plan and are built based on the needs of the parties involved, namely the owner. The scope of the project has been determined in the terms of reference, the project enters this detailed planning stage involving: • Project plan (outlining activities, tasks, dependencies, and timeframes). • Resource plan (list of workers, equipment, and materials needed). • Financial plan (identifies labor, equipment and material costs). • Quality plan (provides quality targets, assurance of control measures). • Risk plan (highlights potential risks and actions taken to mitigate them) • Acceptance plan (lists criteria that must be met to gain customer acceptance) • Communication plan (lists information needed to inform stakeholders. • Procurement plan (identifies products to be sourced from external suppliers) At this stage the project has been planned in detail and is ready to be executed. 2. Feasibility Study Stage At this stage, the purpose is to convince the project owner that the proposed construction project is feasible to be implemented. Activities carried out: • Prepare a rough project design and make a cost estimate. • Predict the benefits to be obtained. • Prepare a project feasibility analysis. • Analyze the environmental impacts that will occur. The parties involved are feasibility study consultants or construction management consultants (MK). 3. Briefing Stage At this stage, the project owner explains the function of the project and the allowable costs so that the planning consultant can correctly interpret the owner's wishes. Activities carried out: • Prepare a work plan and appoint planners and experts. • Consider user needs, location and field conditions, plan designs, cost estimates, quality requirements. • Prepare the scope of work, schedule, and implementation plan. • Make a sketch with a certain scale so that it can describe the layout and boundaries of the project. The parties involved are the owner and the Planning Consultant. 4. Design Stage At this stage, a more detailed design is carried out according to the owner's wishes. Such as making a plan drawing, specifications, budget plan (RAB), implementation method, and so on. Activities carried out: a) Developing a project overview into a final solution; b) Checking technical problems; c) Requesting final approval from the project owner. Preparing: • Detailed design; • Working drawings, specifications and schedules; • List of quantities; • Estimated final cost. The parties involved are planning consultants, MK consultants, value engineering consultants and/or quantity surveyor consultants. 5. Procurement/Tender Stage This stage aims to obtain a contractor who will work on the construction project, or even find a subcontractor. Activities carried out: • Pre-qualification • Contract Documents The parties involved are the owner, construction service implementer (contractor), MK consultant. 6. Implementation Stage (Construction) The objective at this stage is to realize the building needed by the project owner that has been designed by the planning consultant within the agreed cost, time limits, and with the required quality. The activities carried out are planning, coordinating, controlling all operations in the field. Planning and control activities are: • Planning and control; • Implementation schedule; • Field organization; • Manpower; • Equipment and materials. Coordination Activities • Coordinating all construction activities; • Coordinating subcontractors. The parties involved are the Supervising Consultant and/or MK Consultant, contractors, Subcontractors, suppliers and related agencies. 7. Maintenance and Preparation for Use Stage (Maintenance & Start Up) The purpose of this stage is to ensure that the building is in accordance with the contract documents and all facilities work as they should. The activities carried out are: a) Preparing implementation data, both in the form of data during implementation and implementation drawings (as build drawings). b) Examining the building carefully and repairing damages. c) Preparing operational/implementation instructions and maintenance guidelines. d) Training staff to carry out maintenance. The parties involved are the Supervising Consultant/MK, users, owners. Project management plays an important role in the smooth completion of a project. With wellorganized management, the project can run effectively and efficiently in terms of human resources, costs, and time.
