1 INMS 610 Assignment 3 China-Taiwan Airborne & Unmanned ISR Collection Main Thesis – Develop an intelligence collection strategy using manned and unmanned airborne ISR to directly support U.S. warships operating in the Taiwan Strait transits and conducting freedom of navigation operations (FONOPS). Introduction    Brief background in USINDOPACOM area of responsibility to include size, priorities, importance, partnerships, etc. USN Carrier Strike Group 5 to include the USS Ronald Reagan (CVN-76) aircraft carrier, the amphibious assault ship USS Tripoli (LHA-7) and Destroyer Squadron 15 based in Yokosuka, Japan, will be patrolling in the Taiwan Straits. Develop an intelligence collection strategy using manned and unmanned airborne ISR to directly support U.S. warships operating in the Taiwan Strait transits. Airborne ISR Assets Available manned and unmanned airborne ISR assets available to support UNINDOPACOM • Provide an analysis of the manned and unmanned airborne assets and sensor packages available to you and how you would use them to answer the intelligence requirements. o Manned ISR o Unmanned ISR Threats • • Describe the specific threats from China against USINDOPACOM. Describe which airborne and unmanned ISR collection assets will be used against these threats. o For example, collection and warning of China surface-to-air missiles, or naval fighter aircraft, surface forces, past history in engaging U.S. ISR platforms. Sequence Collection • • • How would you sequence collection for best results? For example, manned airborne SIGINT or unmanned GEOINT collection. Example: SIGINT (RC-135, Global Hawk, P-8, etc. ), GEOINT (U2, Reaper, etc.). Recommend how to integrate both manned and unmanned airborne assets into the collection strategy in support of this FONOPS mission. Management Issues • • Describe any management issues do you need to be prepared to address. For example, available basing, optimum sensor packages such as infrared or radar, tasking intelligence of foreign partners such as Japan and Australia. Conclusion • It is important for Beijing to understand that the United States will continue to sail in international waters where it is allowed. 2 • • Summarize how airborne and unmanned intelligence collection capabilities can address FONOPS mission requirements to support operations, decision-makers, warfighters and analysts. Summarize benefits and risks to airborne ISR.
