DRAFT RESOLUTION RESOLUTION: COUNCIL: TOPIC: SPONSORS: JD I/A Joint Defense Council Exploring avenues for the prevention of stockpiling while encouraging the disarmament of chemical and biological weapons in the region. Syria JDC, Remembering, the horrific atrocity committed by Syrian President Bashar al-Assad in 2013 when suburbs around Damascus were struck by rockets containing the chemical agent sarin, killing more than 1,400 civilians, Alarmed, about the ever-increasing potential for catastrophic violence and civilian casualties as a result of WMDs including: chemical, biological, nuclear, and explosive or (CBRNE) arms, Valuing, the League of Arab States has influential power and a moral obligation to intervene on the availability, use, and disarmament of CBRNEs with its own members and regionally, Recognizing, action from the Joint Defense Council and the League of Arab on this issue is paramount for the safety of all citizens. Be it hereby resolved that the League of Arab States: 1. Requests the establishment of an appointed facilitator and a sub-council in the Joint Defense Committee to oversee a program that will work in conjunction with the United Nations to reduce the level of CBRNEs for member-states of the Arab League; 2. Proposes the aforementioned facilitator and sub-council be comprised of the following: a. Eight to be elected by the voting members of the Joint Defense Council, i. Four delegates from member-states of the GCC, ii. Four delegates from member-states not of the GCC, b. One member to be appointed by the Chair of the Joint Defense Council to serve as the facilitator of the program and sub-council; 3. Suggests the aforementioned facilitator and sub-council, in partnership with the UN and other international bodies undergo a census of all CBRNEs in the region to fully understand where and how CBRNEs could be deployed; 4. Also suggests the aforementioned facilitator and sub-council develop incentives and deterrents for members of the Arab League to work towards disarmament of all CBRNEs while specifically targeting the non-compliance states of Iraq, Iran, and Syria; 5. Strongly urges the League of Arab States to recommit to the past work of the Middle East Nuclear-Weapon-Free Zone (MENWZ) in efforts to strengthen the Nuclear Non Proliferation Treaty (NPT) region-wide with the removal of CBRNEs; 6. Proposes the facilitator and sub-council reports its findings of a region-wide census of CBRNEs and proposals for incentives and deterrents back to the Joint Defense Council for next steps in working towards CBRNE disarmament to be discussed and proposed.
