DRAFT RESOLUTION RESOLUTION: COUNCIL: TOPIC SPONSORS: PA I/A Practice Humanitarian rights concerns and oppositions to normalizing diplomatic relations with Bashar al-Assad’s Syrian regime Allison, Flummoxed Baffoon, BV, Kyle Recognizing the dangerous, failed state in which Syria lies due to Bashar al-Assad’s regime occupies is one which has overseen mass murder, the systematic use of chemical weapons against its own citizens, illegal-arbitrary detentions, and the forced displacement of millions of Syrians, Acknowledging the statement of US Secretary of State Blinken which asserts normalizing relations at this time would be an error and only worsen relations with al-Assad and violence for all parties in Syria, “normalizing relations at this time are inconceivable until there is irreversible progress toward a political solution, which we believe is necessary and vital,” Noting in a letter from both the ranking members and chairmen from the House Foreign Affairs Committee and Senate Foreign Relations Committee, the Senators, and Representatives call for President Biden stating, “It is vitally important that US policy in Syria is consistent with our values … and utilize the robust, mandatory deterrence mechanisms to maintain the Assad regime’s isolation,” and Understanding this position against normalizing relations aligns with U.N. Security Council Resolution 2254, Be it hereby resolved that the League of Arab States: 1. Advocates that the United States refrain from re-establishing diplomatic relations with Bashar al-Assad’s regime; 2. Further citing that the horrific atrocities al-Assad has subjected his population to (i.e food insecurity, chemical warfare, famine, etc…) can not be tolerated or excused, nor should the corruption of Assad’s cabinet members when provided with financial aid be forgotten; and 3. Recommends that instead of normalizing the relations, the U.S. and allies in the U.N. and E.U. ought to redouble efforts to enforce sanctions and deliberate with regional allies such as the U.A.E. and Bahrain to ensure Assad’s regime is held accountable on the world stage for its egregious human rights violations. The U.S and the international community must ensure that a path forward is beneficial to both the global community and Syrians.
