Reflecting on the movie ‘No Country for Old Men’, I observed the characters are much more a set of archetypes, practically metaphorical, that integrate a chaotic puzzle in favor of a central message. The main characters (Llewelyn Moss, Anton Chigurh, and Sheriff Bell) are all suffering because of their desires.
Sheriff Bell desires to follow the steps from his dad, be a valuable sheriff and to find Chigurh. Despite that, he suffers because he can't keep up with the 'rhythm of the ages'. More than that, his dismay at knowing that 'the world has grown more violent at a faster rate'. This always leaves him a step or two behind the events he investigates. The killer is not necessarily hiding, making investigations difficult, covering his tracks or anything like that. However, the Sheriff is never able to catch Chigurh, even when he had the opportunity. The movie very much addresses his questions about the relevance of his acts.

Llewelyn Moss suffers due to his own choices and desires. He desired a fortune. Consequently, despite he had the opportunity to return the bag of money and just call the police, he chose to follow his desires and paid with his own life due to this. Later on, he could have saved his wife. However, he chose to still pursue his desires sentencing his wife to be murdered by Chigurh.
The message of this movie tries to tell us there is absolutely nothing prevailing but the causality and randomness of the facts. The character Chigurh antagonizes this message because he thinks that everything has a well-defined purpose, that is, everything is predestined to end the way it ends. He desires to get the money back and to murder Llewelyn. He suffers eventually physically due to his numerous acts of psychopathy linked to his desires.
I believe the story of this movie wants to give a pessimistic message about the causality and randomness of life led by our desires. The movie purposely leaves some of us frustrated with the idea that anything can happen, including nothing. In the movie's view, life is much less poetic, much crueler, frustrating, uncertainty, with unresolved stories, and so on. 'Choice' is the key, the film addresses our power of choice every second and where it will lead us based on our desires. It also tries to show that our choices allow us to plunge into unpredictable chaos and this breaks the obligation of a 'happy ending', an ending with all the bitter ends.
