In the last few years, the popularity of internet has been caused to improve people’s access stay connected and the power of computing and telecommunication has also enhanced effective and efficiency in day-to-day operations and productivity. However electronic report management systems have been enhanced the process management and a better flow of information can lead to better and greater savings.
Electronic report management system is designed to manage, store, track and maintain information records within a database system. Emergency reporting system is an integrated system efficient tool for emergency that enables easy, fast and accurate and provides methods and systems for monitoring, transmitting and reporting the base station of the emergency. This system comprises detecting incidents and violations for ambulance, fire truck, community and police in a particular area.

The purpose of this study is to have a consolidated scope of essential emergency services from nearby community, including ambulance, health fire truck, incidents, security and violations in a single platform. This paper presents an emergency assistance system for helping nearby community each other, which is a real-time emergence reporting mobile devices application software in smart phone. The proposed system assists victims in the shortest possible time to notify and share the base station of the emergency with mobile communication and social network services.

Electronic report management system is referred to as an electronic system that is designed to manage, store, track and maintain information records within a database system in order to make efficiency report in day-to-day operations. An emergency reporting system for connecting to several telephone stations, each designated as a reference number, through a telephone communication network for designated emergency service centers. In areas that are overcrowded, there are emergency service centers. such as police, ambulances, and fire departments, which are organized to send aid in response to public cries of relief. Each of the emergency response centers is assigned normal telephone numbers to employ to identify the location of the emergency service center and the type of emergency service provided by the facility. (Connell & Zarouni, 1975)
During the emergency response, finding reliable communication infrastructure requires replacing the right information at the right time. Various communication technologies have been deployed in emergencies; however, the relationship between different response agencies is always problematic. This is because of broken networks or lack of knowledge about how often channels are used on the same device. (Dilmaghani & Rao, 2008)
In addition, owing to these terminals, electronic mails (e-mails) and chat for exchange of messages (conversational Sentences) between terminals have become frequently used. electronic mails can send not only character data but also image data and music data. However, mobile telephones are narrow in communication bandwidth and lack Stability, and are in Some cases somewhat unsuitable for frequent exchanges of large data like image data, because the exchange of large data takes time or for other reasons. (Terada & Cl, 2005)
According to recent investigations, text messaging was shown to be more reliable than voice to exchange short messages carrying critical information. Additionally, posting and updating the information on an electronic webpage accessible to all is also very useful. In addition, we would also suggest that team leaders physically stand together, thus improving network resource utilization plus ensuring receipt of updates and information from peers in the event the higher ranked person in the hierarchy is not reachable. (Dilmaghani & Rao, 2008)
We propose a new concept for emergency detection and reporting. This system will record and report the emergency in real time. An emergency referral comes with two ways either the person in an emergency can go directly to the cell phone of the emergency department or the reporting and the response team will come to the emergency center, such as the health center. fire, police. It operates in three steps such as emergency detection with current location, data collection and use and reporting on the network. (R. Rajput et al., 2015)
In this study we are focusing of nearby emergency assistance reporting and the purpose of this study is to have a consolidated scope of essential emergency services from nearby community, including ambulance, health fire truck, incidents, security and violations in a single platform, which you can reach by clicking on a button.
Local government agencies might not have enough may not be capable the option to give an emergency service to the all community but may to take part in giving an emergency services to nearby communities. The public safety and security emergency management system can realize effectively solve the problems access to quality, timely and rapid emergency response is a basic human right. (Fuchao, 2018)
Emergency assistance Systems
Emergency assistance Systems are known for transmitting vehicle information and for tracking and locating vehicles. Commercial monitoring Systems require on board GPS (i.e.,global positioning systems) and a hardwired phone built into the vehicle to relay Status conditions to a monitoring Station resulting in monthly Service charges for the monitoring Service. Thus, it is desirable for an emergency assistance system that does not require a hardwire phone and does not incur monthly Service charges. (Chen et al., 2016)
According to McCurdy (2002) describes a type of vehicle emergency system when the accident situation is detected, the driver of the vehicle moves on top of the GPS which, in turn, activates the car's hard drive to initiate a telephone call to the station. During a phone call, the emergency system sends vehicle information, such as vehicle accident information, vehicle identification, vehicle status, and station location information.
According to Berard et. al (1996) describes the emergency assistance system using a solid phone and GPS system for vehicle tracking. In the event of an accident, a car accident the sensor works on the phone and makes emergency calls automatically.
Safety and security are an important integration of automotive systems. Tasks look the same and can be done together. But, pay attention to the details important. Safety and security communities need to be involved at a lower level today to make integration. Any procedures for safety and security (isolated or mixing) needs to be careful about the difference between what and what two disciplines. (Glas et al., 2014)
Communication infrastructure
The National Institute of Standards and Technology (NIST) has a Distributed Test bed for First Responders which is a vehicle that provides wireless connection for first responders at a disaster site. The Advanced Network Technologies Communication division has contributed to DTFR with a wireless ad hoc network using 802.11 off-the-shelf devices to provide users with network connectivity.
Smartphones have variety of functions for supporting different user interfaces. Smartphone GPS offers geographical location and this will be helpful when someone is in an emergency. Therefore, this research paper is designed to be used by someone in an emergency situation such as police, fire stations, medical ambulances. (R. Rajput et al., 2015)
Many existing communication infrastructures became unavailable after Hurricane Katrina hit New Orleans, LA including one of the 800 MHz communication towers. Therefore, first responders did not have access to a reliable communication infrastructure to coordinate emergency response activities, transfer data and exchange information locally and to the offsite command centers. FEMA provided the affected area with MERS (Mobile Emergency Response Support) to provide a communication network to enable first responders to exchange information via a video teleconference to the offsite command center. MERS includes trained personnel and a vehicle which provides mobile communication support for voice and data. (Dilmaghani & Rao, 2008)
Methodology
The purpose of literature review study is to clearly state the current issues on a specific subject and keeps up to date the reader with an effective summary on previously published research. However, this study was focused the electronic report management systems by nearby emergency services.
In this study, 22 articles which were taken as a starting point on electronic report management systems in the field of nearby emergency services have been systematically reviewed. These intensive articles were mostly published or presented during the period 2005 - 2019 in different levels of international journals or conferences.
The searching language was chosen by English, since most of the studies related to this field were written down in English Language.
The most efficient way to begin a literature search is to use electronic databases. Electronic database is a searchable tool of collection that navigate well-organized research publication. There are many different databases available for searching and it is important to be selected the appropriate databases to the context. In this study, articles were selected and scanned from ERIC, Science Direct, Web of Science, IEEE databases and also some of the popular search engines like Google Scholar.
The criteria conducted in this review to search on the databases have been used by these keywords “Electronic Reporting Systems”, “Nearby Emergency Services”, “Safety and Security”, “Mobile Emergency Assistance”, “Communication and Information Sharing”.
After carrying out the result query of the selected database according to the specified criteria, the next step was reading and examining titles, abstracts and keywords to assess the appropriateness of articles and eliminating articles which were not relevance to this context by using inclusion and exclusion criteria.
Conclusion
This paper presents an emergency assistance system for helping nearby community each other, which is a real-time emergence reporting mobile devices application software in smart phone. The proposed system assists victims providing emergency service in the shortest possible time to report nearby communities, the report also uses short message service (SMS) intimate to achieve offline report. With or without 3G/4G/Wi-Fi internet access, all can be reported, which can be reached the destination at any time be able to report clearly and convenience. Thus, ambulance personnel can be rushed to the scene quickly for giving the fast emergency rescue assistance.
