Article 1: NDCand MRV launched (Apr 13, 2019)
The article focuses on Nationally Determined Contributions (NDC) and also Vanuatu integrated Monitoring, Reporting, and Verification (MRV) launched by the Ministry of climate change and Natural Disaster in Vanuatu. These two projects were demanded especially to control climate change in the country. On June 18th, 2016, the Vanuatu parliament attended one of the biggest conventions on climate change in France (Paris) and took this opportunity to mention and submitted the needs during that convention.
Vanuatu‘s NDC is expected to have 100% renewable energy in the electricity sector by 2030. And the aim it’s to provide a certain pathway for the implementation of specific climate change mitigation in Vanuatu which can help in the achievement of the defined target. And also the MCCND launched the MRV tool specially for tracking climate change action. Some of the technical assistance developed the roadmap and the integrated MRV tool and funding by the Ministry of climate change and donors or some organizations act as a trusted development partners.
Article 1:Critical analysis and recommendation on NDCand MRV projects
According to this article, they mention the project's aims with no deep information. People need to know more information about these projects for instance; how they operate, and what is the interaction between the project and local people. There is a lack of information, they should explain more about the Monitoring, Reporting, and Verification (MRV) tools such as what MRV Tools, just a simple definition and it’s methodological guidance that provides developers and implementers of specific items, programs, or pathways with brief step-by-step instructions on how to control, solve or manage these things. And also a deep explanation of Vanuatu’s NDC (Nationally Determined Contributions) because every country around the world has its own way of NDC. People have different ways of understanding so it’s a must to always provide better and clear information. In terms of financial is going to be easy for funding these projects because there are many organizations and the Ministry of climate change acts as a trusted development partner. But the installation monitoring of the projects will take longer as already mention Vanuatu’s NDC is expected to have 100% renewable energy in the electricity sector by 2030.
The approval of the agreement was made on June 18th, 2016 in France but since 2017, and 2018 there is no development applied to the projects. And of course, on April 19th, 2019 from the Government of Vanuatu was practicing the approvement. From a political view, Vanuatu will go through an election in 2020 so the Vanuatu Government profit to this occasion as an act of gratitude to the people just to gain trust for the 2020 election. In one way politics is in every kind of development like the case of climate change, Vanuatu has less amount of pollution production than other Pacific countries but it is the most affected country by pollution It’s an important project for the country since it faces many challenges of climate change. The implementation of the roadmap will help mostly with a plan or strategy intended to achieve a particular goal set by the Ministry of climate change and also the MRV tool. It’s going to be a little bit difficult to start monitoring, detecting, or planning the ways to mitigate the effect of climate change because these effects vary from time to time. So to improve the situation they must produce more publications, and awayness of these projects so that people will know and when they discover some issue they will quickly update the Ministry of climate change or whoever is responsible.

The government of Vanuatu has to agree with the funding government as well as the PAC.
In terms of economy, the article is mute on contributing to the natural resources in terms of commercial production to ensure the protection of the livelihood of the people. It only suggests including or incorporating the needs of the most vulnerable including the people with disability. Hence, the Australian government stands as the funding country for PACCCIL to help in reducing the financial issues of the working partners in the implementation of this project. Obviously, it focuses on the political interest of the Australian government to support the Pacific island countries that are facing the serious impact of climate change. Therefore, the working partners have little to contribute in terms of the financial status of the project.
And in terms of politics, it will strengthen the ministerial portfolio that coordinates this project to be implemented in the county. For example minister of Vanuatu's national disaster management risk. As evident, most of today’s leaders have lost the Will to lead although possess the capacity of a leader.
