Stakeholders are individuals who are perceived to have a personal interest in the outcome of an organization. This interest motivates them to partake in and influence the development of policies within an organization (Emergency Management Stakeholders. (n.d.). Stakeholders in a disaster event would then be considered those helping the emergency relief operations, people in public offices and organizations planning for disaster relief, and first responders responding to a scene. Thus, these folks would need to be included in the design and development process. The following is a list of most likely stakeholders by role:

Stakeholder needs can be determined through an analysis process that will help the Project Manager to communicate effectively with top management and other departments as needed. The stakeholder analysis process can aid in conflict resolution, management expectations, and administrative handling of the process and procedural changes to a project. The analysis will help provide an overview of impacted areas and the changes needed to mitigate those impacts. Identifying all stakeholders in advance of the project launch will ensure those folks are considered and notified of any changes that need to occur during production (Schilling. 2017).
Stakeholders in Disaster Management
DRMM or the Disaster Risk Reduction Management is a working group of various government, non - government, civil sector, and other agencies that help us identify and map local capacities to cope with the hazards like volcanic eruptions, earthquakes, fire, and other natural and man-made calamities. They are the one who helps us conduct effective disaster response while reducing risks. It also ensures that our emergency response especially in the school does no harm by replacing or reinstating critical vulnerabilities.
In line with Republic Act No. 101021 DRRM Act of 2010, all schools are directed to form an SDRRM committee to spearhead the conduct of Disaster Risk Reduction-related program project activities in their respective schools. The areas of DRRM are prevention and mitigation, Preparedness, response, and rehabilitation. As we can see, schools are responsible for not only teaching disaster management knowledge but also serving as an evacuation centers during calamities. The DRRM committee sees to it that they conduct activities that exposed and teach the school community how to respond early. Quarterly, there will be an earthquake drill conducted by some LGUs, firefighters, and some men in uniform. A fire drill during the month of March is also very helpful since the month of March is a fire prevention month.

Through these different activities, the role of the different stakeholders is badly needed. The local government needs to have considerable knowledge of the hazards to which their communities are exposed like in the locality of Batangas due to the Taal volcano eruption, some parts of Quezon prone to landslides, and other localities within the fault line.
NGOs or the Non- Government Organizations play also a vital role during the disaster. They need to have a quick response and try to save lives by giving funds. They also provided relief materials, organized health camps, involved in rescue operations, provide medical missions, arranging temporary shelters and evacuations.
Among all the stakeholders, the National government is considered the key stakeholder that will provide the budget, assistance, information dissemination, and reduce the risk of the country's danger. The media, private sectors, schools, community, and the citizen of the immediate environment may also include as stakeholders.
Being prepared can reduce fear, anxiety, and losses that accompany disasters.
