The approval of the agreement was made on June 18th, 2016 in France but since 2017, and 2018 there is no development applied to the projects. And of course, on April 19th, 2019 from the Government of Vanuatu was practicing the approvement. For example minister of Vanuatu's national disaster management risk. As evident, most of today’s leaders have lost the Will to lead although possess the capacity of a leader. Economically, the PACCCIL does not promote natural resources in terms of marketing or trade in which the livelihood of the local people is sustained and protected
