In 1939 Surgeon General Thomas's parents had argued that “equal opportunity for health is a basic American right” That same year he pushed for universal healthcare, but it died in Congress (History of the Right). Harry Truman asked Congress in 1945 if there could be a healthcare program run by the government in which people would pay month for monthly in return for medical expenses covered but it was also rejected by the American Medical Association because they said it would be “socialized medicine”. In the 1970s Richard Nixon also tried to propose a reform to move it to universal healthcare which did not get passed by Congress.
